His book, a combination of scholarly research and Kilcullen (born 1967) is one of the world’s leading authorities on counterinsurgency.  From 2005 to 2006, he was Chief Strategist in the Office of the Coordinator for Counterterrorism at the U.S. State Department. He is currently is the Founder and CEO of Caerus Associates, a strategy and design consulting firm.
